PRESS RELEASE: Centro Chega! and AVKP Signed Agreement to Fund House for Survivors Program

Hugo Maria Fernandes, Executive Director of Centro Nacional Chega!I.P., and Domingos Pinto de Araújo Moniz, Coordinator of the National Secretariat of the Political Conflict Victims Association 1974-1999 (AVKP), signed a Cooperation Agreement (ASH, in Tetum) to fund the House for Survivors program, which supports housing for the most vulnerable survivors.

Under this agreement, Centro Chega! has allocated $107,101.10 (USD) to construct homes for 6 selected survivors from various municipalities: 2 in Baucau, 1 in Manatuto, 2 in Manufahi, and 1 in Ainaro. Previously, between 2021 and 2024, Centro Chega!—in partnership with AVKP 1974-1999 and Community Housing Limited (CHL)—built houses for 20 of the most vulnerable survivors (11 men and 9 women).

The House for Survivors initiative aligns with Centro Chega!’s mandate under Decree-Law No. 48/2016, which is to assist survivors of human rights violations during the 1974–1999 conflict. Furthermore, the IX Constitutional Government has urged Centro Chega! to preserve historical memory, continue to foster human rights and reconciliation.

Basically, this support reflects Centro Chega!’s mission to promote the implementation of CAVR and PMAS recommendations regarding the institutionalization of memory through education, training, and research, providing solidarity assistance to vulnerable survivors of human rights violations. It also promotes the common recommendations of CAVR and CVA regarding the establishment of the National Center of Memory, Research, and Learning.
