Dili, June 29, 2026 – The Public Institute of Centro Nacional Chega! (CNC I.P), through the Division of Policy, Planning and Human Resources (DiPPRU), provided 5-day (22-25 & 29) training to 27 staff members from operational and programmatic divisions at Centro Chega!.

The training was facilitated by Martin Jr. Banaken Papay, current Advisor at the General Inspection of the State (IJE). The sessions covered several key topics, including: Introduction to Internal Audit, Professional Standards and Ethics, Governance, Risk Management, and Internal Control, Audit Planning, Conducting Audit Fieldwork, Audit Results and Reporting, Monitoring and Follow-up, Fraud Awareness and Prevention, Practical Exercises and Case Studies.

The crucial purpose of this training was to familiarize participants with the nature, objectives, and importance of internal auditing. Identified roles and responsibilities, explained governance concepts, risk management, and internal control, and applied internal audit procedures and basic techniques. Preparing audit working documents and reports, familiarizing staff with professional standards of ethics and conduct, and basic audit planning, fieldwork, and reporting. Ultimately, this enhanced the participants’ knowledge, skills, and understanding of internal audit principles, standards, and internal audit practices to promote transparency, compliance, operational efficiency, and good governance.

In his opening remarks, Executive Director Hugo Maria Fernandes highlighted that the training for Centro Chega! Staff members serve as a vital learning opportunity to increase their knowledge in the internal audit sector. He affirmed that it is essential for heads of departments to familiarize themselves with internal auditing; this ensures that when they submit activity reports, they understand the specific requirements that must be met before sending documents to the Division of Finance and Operations (DFO) and the Internal Audit Legal Unit of Centro Chega!.

Furthermore, he noted that this training guarantees support for the Internal Audit Legal Unit in preparing its annual plan, drawing on the lessons learned from the sessions. The Executive Director concluded by expressing his gratitude to the General Inspection of the State (IJE) for delegating Martin Jr. Banaken Papay to facilitate the 5-day training program.

At the same time, Maria Arminda Guterres, Director of the Division of Policy, Planning, and Human Resources (DiPPRU), highlighted that this training was designed to prevent future operational risks.

“DiPPRU is a division responsible for enhancing the knowledge and capacity of Centro Chega!’s staff. Following an assessment and subsequent recommendation, we coordinated with relevant parties to facilitate this training for the Internal Audit Legal Unit staff, ensuring that our operations align with Decree-Law No. 48/2016,” she highlighted.

The Director also expressed hope that, through this 5-day training program, the staff would gain a foundational understanding of internal auditing. Even if we do not come from an internal audit background, we are preparing ourselves to become effective auditors in the work we carry out.
