PRESS RELEASE: CENTRO CHEGA! SIGNED A MEMORANDUM OF UNDERSTANDING WITH FRENCH COOPERATION FOCUSED ON CULTURAL AND EDUCATIONAL PROGRAMS

A Memorandum of Understanding focused on cooperation in Education and Culture has been signed officially by Hugo Maria Fernandes, Executive Director of Centro Chega! alongside French Cooperation, represented by Julie Brown. This MoU was held at the Antigo Comarca Balide, during the Celebration of the 8th Anniversary of Centro Chega! and Popular Resistance Culture Festival “Collective Memory Path to Reconciliation.”

Under the Cultural Program, both parties will collaborate, particularly on a French film exhibition focused on history, human rights, and transitional justice, providing students with valuable learning opportunities. The films, recognized as a window of knowledge for the people of Timor-Leste, are accessible to all. In the Educational Program, both parties will also work together to engage university students in the study of history and human rights.

This MoU is valid from 2025 to 2028 and will guide cooperation in project development and implementation, technical and financial collaboration, experience, knowledge, information exchange, capacity building, training, monitoring frameworks, assessment, and reporting.

This MoU requires both parties will designate focal points for communication and coordination, participate in consultations to review progress, and provide resources and partnerships as available and mutually agreed upon, upholding transparency and responsibility. As cited in the Concept Note, intellectual property and confidentiality mean that all properties were developed together. Based on the Concept Note, to share with both parties to maintain the confidentiality of information during the collaboration.

The Memorial Museum is a key platform of the integrated Memorialization Program, aiming to prevent the recurrence of past violence. Its mechanisms serve as a platform for people and communities from ethno-cultural and policy backgrounds, sharing their history by involving them in dialogue and memorialization, preserving historical memories by archiving and sharing narratives with the public. This approach fosters a shared common understanding of policies and programs related to historical memory.

From 2021 to 2024, 4 Memorial Museum Municipalities (MMMs) were established in Aileu, Bobonaro, Covalima, and Viqueque. In 2025, an additional museum was established in Manatutu, bringing the total to 5 MMMs across five municipalities.
