PRESS RELEASE: Centro Chega! Signed An Mou With The Women Survivor Group Of PIRILAMPU

Officially, Centro Nacional Chega! I.P, and the Group of Survivors of PIRILAMPU (a civil society organization) that advocates for the voiceless of survivors, have signed a Memorandum of Understanding (MoU). This agreement aimed to establish a framework for future cooperation in implementing the reports from Chega! and Per Memoriam Ad Spem (PMAS) recommendations, which focus on policies of reparations and support for survivors of PIRILAMPU (sexual violence and other forms of violations). The MoU was signed by Hugo Maria Fernandes, Executive Director of Centro Nacional Chega!, and Maria Isabel Jesus da Silva, President of PIRILAMPU.

The objectives outlined in this Agreement include strengthening the capacity of the Women Group of PIRILAMPU to implement the following activities: 1. Registering and updating data on victims of human rights violations against women. 2. Providing technical support for the development of policies, strategies, advocacy efforts, and programs for PIRILAMPU. 3. Implementing program funding. 4. Supporting the enhancement of the efficiency and effectiveness of financial and administrative management for the Secretariat of the Women Survivor Group of PIRILAMPU. 5. Facilitating institutional development and administrative work for the Secretariat.

Furthermore, it is crucial to establish an Advocacy Network at both the national and municipal levels. This network should focus on organizing commemorative events for significant historical days, assisting in the registration of victims and survivors, preserving the memories of the past, and enhancing initiatives aimed at empowering the economic stability of survivors. These efforts align with the recommendations outlined in the Chega! and PMAS Reports, which highlight the importance of solidarity in these endeavors.

The core principles of this Memorandum of Understanding (MoU) are centered on valuing and honoring the victims and survivors, acknowledging their experiences in the context of implementing reparation programs. Furthermore, it aims to promote the values of human rights, solidarity, and cooperation, supporting and contributing to national development efforts.

The validity of this Memorandum of Understanding is three years (2026-2028), with the possibility of extension and/or renewal based on its needs.

In 2018, Centro Chega! implemented numerous activities based on the recommendations from Chega! and PMAS, focusing on support for survivors. These initiatives included training for survivors, efforts to reunite stolen children, strengthening survivors’ organizations, providing counseling support, organizing commemorative events for significant historical days, facilitating cash payments for survivors in collaboration with the Ministry of Social Solidarity and Inclusion (MSSI), offering mental and physical health assistance partnered with the Ministry of Health (MH), developed a database of survivors, provided humanitarian support, established a house for survivors in partnership with the Political Conflict Victims Association (1974-1999), and worked toward enacting policies and national laws for reparation.

These activities are part of the IX Constitutional Government Program. They focus on providing assistance to the most vulnerable survivors and promoting reconciliation to foster peace within communities, both nationally and internationally. It serves as a formal implementation of the recommendations from the Chega! and PMAS reports.
