Suai, September 5, 2025 – During the 26th Commemoration of the Massacre of September 6, 1999, Centro Nacional Chega!I.P, held a dialogue on “Public Consultation on the Timorese Reconciliation Process.” This event included victims and survivors, veterans, civil society members, religious leaders, municipal authorities, security personnel, intellectuals, youth, and students, accompanied by the Timorese Reconciliation Process Task Force (GT-PRT, in Tetum). The dialogue took place in the Hall of Ave Maria Church in Suai, Covalima, and was led by Joaquim Fonseca “Russo,” the spokesperson for GT-PRT.
In his remarks, Hugo Maria Fernandes, the Executive Director of Centro Chega!, emphasized the importance of the dialogue in hearing diverse perspectives on reconciliation as a process rather than a final goal. He noted that the roots of reconciliation trace back to the internal conflicts between 1975 and 1999, driven by differing ideologies and political views. The scars from these events are difficult to forget, and they continue to affect younger generations, fostering feelings of hatred and revenge. He urged participants to share their ideas and intelligence on how to overcome these negative feelings and promote healing within communities.
Miguel Armada Cardoso, the President of the Authority of Covalima Municipality, expressed his appreciation for Centro Chega!’s initiative in organizing the reconciliation dialogue with victims and survivors, as well as various community entities. He acknowledged that reconciliation is crucial for creating peace and harmony in society. Although the pain and anger from the past still linger, he stressed that holding onto these feelings only prolongs suffering.
“I understand. You feel that this is difficult, but we must leave it. Let’s shake hands and focus on developing Covalima Municipality. The survivors, especially women victims, are urged to embrace reconciliation. Each of us must commit to reconciling the past from 1975 to 1999. Let’s forgive one another and work together to generate developmental ideas,” Miguel remarked during his opening speech.
Jermano Gusmão, a survivor, shared his feelings of gratitude that their voices were heard in the dialogue. He stated that, as a victim, he supports reconciliation but believes it is essential for perpetrators to tell the truth, express repentance, and seek forgiveness. In addition, Inacio Pereira agreed that those responsible for the crimes should disclose the locations of unaccounted remains. He called on the state to honor and dignify the victims of the past.
At the closing of the dialogue, Manuel Pereira, representing the Vice Minister of Parliamentary Affairs (VMAP), remarked that the discussions were engaging, with many participants actively expressing valuable insights on reconciliation. Regarding concerns raised about reparations, he explained that the government, through Centro Chega!, is currently addressing this issue. It is hoped that vulnerable survivors and victims in Suai will receive the necessary support.
