Dili, June 29, 2026 – A Memorandum of Understanding was officially signed between the Public Institute of Centro Nacional Chega! (CNC I.P) and the Ministry of Solidarity for Social and Inclusion (MSSI). It was signed by Hugo Maria Fernandes, the Executive Director of Centro Chega!, and Verônica das Dores, the Minister of Solidarity for Social and Inclusion, held at the MSSI Meeting Room in Caicoli, Dili.
This Memorandum aims to implement the recommendations made by the Commission for Reception, Truth, and Reconciliation (CAVR) – Chega! and the Commission for Truth and Friendship (CTF) – Per Memoriam Ad Spem, with a focus on social assistance and support for the most vulnerable survivors.
This Memorandum of Understanding (MoU) is signed to demonstrate the state’s commitment, as outlined in Article 11 of the Constitution of the Democratic Republic of Timor-Leste (RDTL), to acknowledge and ensure special protection for those who dedicated their lives to the struggle for independence and national sovereignty. The MoU is valid for three years and focuses on specific areas, including:
- Identifying and supporting the most vulnerable survivors
- Integrating beneficiaries into the social assistance program of the Ministry of Social Solidarity and Inclusion (MSSI)
- Developing policies and social reparation measures
- Promoting social inclusion and economic opportunities for beneficiaries
Additionally, other areas of collaboration may be agreed upon by both parties.
During the same event, Minister of Social Solidarity and Inclusion (MSSI), Verônica das Dores, announced that the MSSI has signed a Memorandum of Understanding (MoU) with Centro Chega!. This agreement focuses on social assistance and support for the most vulnerable survivors.
“Today, with the signing of the MoU with Centro Chega!, as you know, Centro Chega! is dedicated to helping victims of the various violations they endured during the Indonesian occupation. The government is committed to providing support.” Said Minister.
The Minister emphasized that the state and the government, through MSSI and Centro Chega!, must support the victims of the 24-year war. “Today, on behalf of the Ministry and the IX Constitutional Government, I myself want to express my gratitude for the contributions of all parties involved in organizing this activity,” the Minister stated.
Centro Nacional Chega! I.P. was established by Decree Law No. 48/2026 on December 14, with a mission to promote the memory of the past, human rights, and solidarity for the most vulnerable survivors. Meanwhile, the Ministry of Social Solidarity and Inclusion (MSSI), created under Decree Law No. 54/2023 on September 1, is the government department responsible for designing, implementing, and coordinating social protection policies. The IX Constitutional Government Program prioritizes support for vulnerable individuals and aims to promote social inclusion.
