Dili, 24 January 2025 – The National Institute of Social Security (INSS-Tetum Acronym) socialized the Law and Social Security System for employees of Centro Nacional Chega! at the Conference Room, Antigo Comarca Balide, Dili. The primary goal was to enhance employees’ understanding of their rights related to Social Security and Assistance, particularly protecting employees against social risks throughout their lives, providing income replacement during periods of job loss, and offering social benefits to support future salary replacements, enhancing economic activity by ensuring that currency circulates effectively for essential consumption level of the company activity.
In his presentation, the Principal Advisor, Jeferino Bobo, emphasized that the social security system ensures the fundamental rights of citizens, promotes adequate well-being, and protects individuals throughout their life cycle. Besides, the Social Security system offers protection before birth (during maternity benefits) and after death (Survivors’ Pensions paid to close surviving relatives).
He added this guarantee is written in Article 56.º of the Constitution of the Democratic Republic of Timor-Leste, “Every citizen is entitled to social assistance and security under the law”. Besides, the Universal Declaration of Human Rights in 1948, states “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”
The Centro Nacional Chega! IP (hereafter Centro Chega!I.P) was established by Decree-Law No. 48/2016 as a public institute. Its employees have contributed to Social Security since 2018 heretofore.
